In order to obtain a global and unanimous development of the Bjørvika area, a set of agreements and terms have been entered between the parties involved. These terms and conditions clearly allocate the responsibility for developing the new city district. The contracts are mutually binding for all parties involved in the development. The parties are the following; HAV Eiendom AS, Municipality of Oslo, Statsbygg (owned by the Norwegian State), Bjørvika Utvikling AS, Bjørvika Infrastruktur AS, The Norwegian Public Roads Administration Region East and Oslo Utvikling AS.
These are some of the agreements which apply in the development of Bjørvika;
- Financing of a new national road (Municipality of Oslo and Norwegian Public Roads Administration)
- Transfer (overdragelse) of zones and areas reserved for urban development (Municipality of Oslo, Bjørvika Infrastruktur AS)
- Main development agreement between Municipality of Oslo and Bjørvika Infrastruktur AS)
- Establishment of the two companies Bjørvika Utvikling AS and Bjørvika Infrastruktur AS (HAV Eiendom AS og Oslo S Utvikling AS)
- Loan agreement for the company Bjørvika Infrastruktur AS (HAV Eiendom AS and Bjørvika Infrastruktur AS)
- Acquisition of real estate (the Norwegian State and Bjørvika Utvikling AS)
- Agreement on development of infrastructure for the Opera House and the UKM-projects (The Norwegian State, the Municipality of Oslo and Bjørvika Utvikling AS)
- Coordination of the different parties’ involvement in establishing joint infrastructure (Norwegian Public Roads Administration Region East and Bjørvika Infrastruktur AS)
